Railways Approves Single National Licence for CTOs

News: Indian Railways has approved a simplified licensing framework for private Container Train Operators (CTOs), replacing route-based licences with a single national licence covering the entire railway network.

The reform, approved through amendments to the Model Concession Agreement, will take effect after publication in the Gazette of India.

The new all-India licence will cost ₹25 crore, while eligible existing Category II-IV operators switching or renewing early will pay ₹15 crore. The reform also removes extension fees, allowing CTO concessions to continue for another 20 years subject to performance. The broader licence is expected to give operators greater flexibility to connect ports, inland terminals and industrial hubs, respond to changing cargo flows and improve balanced container movement. For shippers, it could expand rail-based freight services and improve network connectivity.
