New Body to Draft 10-Year National Transport Master Plan, Appraise Rs 500 Crore-Plus Projects

Cabinet Approves Integrated Transport & Logistics Authority

Integrated Transport & Logistics Authority

News: The Union Cabinet has approved setting up the Integrated Transport & Logistics Authority (ITLA), a Special Purpose Vehicle positioned as the national apex body for integrated transport and logistics planning, research, project appraisal, and data analytics.

ITLA will technically appraise and monitor central infrastructure projects worth Rs 500 crore or more, coordinate resolution of implementation issues, and conduct post-project impact assessments. Financial appraisal remains with existing mechanisms.

The authority will prepare a National Transport Master Plan spanning at least ten years, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility, and logistics, and will review sectoral five-year and annual plans for consistency with it. It will also advise on updating the National Logistics Policy 2022 and build a National Transport Data Repository drawing on GSTN e-way bill data, FASTag, Vahan, and GPS-based systems for freight flow analytics.

For logistics planners and infrastructure investors, a single body coordinating previously fragmented transport ministries, backed by real freight-movement data, should improve project sequencing and reduce the planning mismatches that have historically driven up India’s logistics costs.
